NSW Transport Minister David Elliott says the decision made by Sydney Trains executives early Monday morning to suspend the city's rail services was "based on their risk assessment," and it was their responsibility to make the decision.
This comes after Mr Elliott was asked at a press conference on Tuesday as to why they were the ones to make the call.
"It's based on their risk assessment - the safety and welfare of passengers and commuters and members of the public was going to be in danger, that's their responsibility to make that decision," he told Sky News Australia.
"Do I like having the fact that commuters were inconvenienced for those 24 hours? Absolutely not.
"I've now got the risk assessment that they used to make that call based on, and I'm going through that line by line as we speak."
