When the house of worship needed to be built God told Moses to ask the people to give freely from their hearts. Throughout the Word of God are instances where people hearts were stirred for a special cause, and they gave freely. These free will gifts are over and beyond the mandatory giving commands of tithing and redemption offerings. These were special needs that stirred their emotions. King David is recorded saying that in truth we only are giving back to God what He first gave to us.
