For example, if we speak about the 64th Motorized Brigade (of Russia), it was in Bucha and 10 soldiers from this brigade, we started to prosecute over torture. This brigade was here too in Irpin, 64th. You remember that a week or more ago, President (Vladimir) Putin honored this brigade for their activities near Kyiv? What were their activities? Their activities were killing civilians, torturing civilians, and next we will see what it will be. It means that this person knew about this, actually, maybe ordered this, but he is absolutely responsible as commander-in-chief."

"Our article about war crimes is absolutely general, that is why we use Rome Statute Article 8, and if you open Article 8 of Rome Statute, you will find three pages of list of possible qualifications of war crimes. What do we have here in the Kyiv region? Unfortunately, almost everything, killing civilians, bombing civilian people and civilian infrastructure, (looting), torturing, raping and so on and so on."

STORYLINE:

The Ukrainian Prosecutor General said on Tuesday that Russian President Vladimir Putin may be liable for charges of war crimes in Ukraine after recognising the achievement of the Russian 64th Motorized Rifle Brigade, implicated in atrocities in Bucha and Irpin.

In mid-April, Putin awarded special elite designation to the brigade from the Eastern Military District for "mass heroism and valor" after its troops were singled out by internet sleuths and prosecutors as being the primary force being the Bucha massacre, where 403 bodies where found in mass or makeshift graves.

Furthermore, Venediktova said that 600 Russian politicians, military leaders and media figures –propaganda agents – were suspected of aiding Putin in his 'crime of aggression' against Ukraine.

The prosecutor said that the office was referring to the Rome Statute, the foundational document of the International Criminal Court, to investigate and charge suspects with war crimes.

The Russian governemnt denies it targets civilians.
