Former Minister of Housing and Infrastructure Development Ronald Chitotela has challenged the new dawn government to tell the nation which law they intend to use to procure works for the construction of the Lusaka-Ndola dual carriageway under the Public-Private Partnership model.
Minister of Infrastructure, Housing, and Urban Development Charles Milupi recently revealed in Parliament that seven companies had shown interest to work on the road under the PPP model and indicated that the adjudication process reduced the number to two investors whose evaluation ended on 17th June.
But Mr. Chitotela, who is the Pambashe PF Member of Parliament, said that the current legal provisions namely the Republican Constitution, the Public Finance Management Act 2018, and the Public-Private Partnership Act do not support the desire of the new dawn government to procure works under the PPP model.
Speaking at a media briefing, Mr. Chitotela said that with the last feasibility study having been undertaken in 2017 on the same project, it is difficult to understand which document the government used in soliciting bids on the project.
