Former US ambassador to NATO Kurt Volker says Russian President Vladimir Putin is attempting to “throw some ambiguity” into whether he uses nuclear weapons.
“But the reality is that he’s doing this because he’s in a very weak position,” Mr Volker told Sky News Australia.
“He has lost about a half of his conventional military capacity in Ukraine, and he has lost a lot of the territory that he took earlier this year.
“He’s trying to raise the stakes here a little bit to see if he can maybe bargain to keep what he’s already taken.”
