Either Stewart Rhodes & his coconspirators meant no harm & were exercising their 'free speech & bravado' or they were planning to mobilize their armed militia when Donald Trump invoked the Insurrection Act. They couldn't have been doing both, not only because preparing for armed conflict is patently opposite peaceful but also because the First Amendment does not protect speech that incites insurrection or fighting words. So none of their planning in preparation for January 6th qualifies as 'free speech.' But it does qualify as seditious incitement & bravado turned to action.
