State Trooper Has Used Deadly Force on 4 Separate Occasions

Pennsylvania state trooper Jay Splain is under fire for his use of deadly force four different times. Since 2007, Splain has shot and killed four people in the line of duty. Autumn Krouse says she was appalled to find out her brother, Andy Dwzonchyk, was the fourth fatality. Splain also fatally shot Joseph Rotkewicz, Charity Thome and Anthony Ardo. Family members acknowledge all four of the deceased were often troubled, used drugs and suffered from mental illness. All four shootings were ruled justified, by prosecutors and a grand jury.
